Two kinds of money

I keep looking at two headlines, same week, same news pages, and cannot unsee the disconnect:


1. Anthropic is close to finalizing an expanded, pre-IPO revolving credit facility of $15 billion; note that hyperscalers raised $115 billion in bonds in Q1 2026 alone, more than all of 2025.


2. Nepal needs $4–5 billion to rebuild after floods that killed 1350+ people, and still cannot raise it.


Same lenders. Same rating agencies. A 12–14× gap between what vulnerable countries need and what they get. I wanted to understand why.


I am not saying that capital is heartless, or that the money is not enough. I would say that AI got an "on-ramp" that nobody has built for disaster reconstruction, let alone adaptation and mitigation.


The fix starts with the unit of analysis: asset-level risk assessment, guarantees, and pre-positioned capital — the same tools already financing AI, pointed somewhere that matters just as much.
